5 KRA, KSA and KPI Framework

And they are limited in number, typically four to seven per role, to maintain focus and prevent the dilution of effort.
5.1.1 The Cascading Process

Knowledge refers to the body of theoretical or practical understanding of a domain acquired through formal education, training, or experience. Knowledge is the cognitive foundation upon which skills and abilities operate. Examples include financial accounting principles, employment law, data analytics methodologies, and industry-specific regulations.
Skills are proficiencies developed through deliberate practice and training that enable the effective performance of specific tasks. Unlike knowledge, which is primarily cognitive, skills involve the application of knowledge to practical situations. Skills are observable and measurable through performance demonstrations. Examples include project management, negotiation, technical writing, and statistical analysis.
Abilities are innate or enduring capacities that underlie the acquisition and application of knowledge and skills. They reflect relatively stable individual characteristics: cognitive, physical, or psychomotor. Examples include analytical reasoning, interpersonal sensitivity, creative problem-solving, and attention to detail. While abilities are more resistant to development than knowledge or skills, they can be refined through sustained effort and appropriate developmental challenges.
The KSA framework connects to the broader tradition of competency-based management pioneered by R. E. Boyatzis (1982), who defined competency as an underlying characteristic of a person that results in superior or effective performance in a job. L. M. Spencer & S. M. Spencer (1993) expanded this conceptualization through the Iceberg Model, which distinguishes between visible and hidden components of competency.
Above the waterline sit knowledge and skills: the observable, trainable, and relatively easy-to-develop components. Below the waterline lie motives, traits, and self-concept: the deeper psychological characteristics that drive behaviour but are significantly more difficult to assess and develop.

5.3 Key Performance Indicators (KPIs)

R. S. Kaplan & D. P. KPIs can be classified along two primary dimensions.

Leading indicators enable proactive management but their predictive value depends on the accuracy of the assumed causal relationship between the indicator and the desired outcome.
Lagging indicators are outcome metrics that measure past results. Examples include quarterly revenue, annual profit margin, and customer retention rate. Lagging indicators provide definitive evidence of performance but cannot enable early intervention.
Quantitative KPIs are numerically measurable metrics derived from objective data. They include counts, ratios, financial figures, and percentages. Quantitative KPIs offer the advantage of objectivity and precision, but risk privileging what is easily countable over what is genuinely important.
Qualitative KPIs are assessed through human judgement and structured evaluation. They capture dimensions such as customer satisfaction, innovation quality, teamwork effectiveness, and leadership capability. Qualitative KPIs capture important performance dimensions that resist purely numerical expression, though they require careful design to minimize subjectivity.

Achievable. KPIs must set targets that are challenging yet realistic given available resources, capabilities, and environmental constraints. Goals perceived as impossible undermine commitment and motivation, while goals perceived as too easy fail to stimulate effort (E. A. Locke & G. P. Latham, 2002). The optimal target lies in what L. S. Vygotsky (1978) termed the “zone of proximal development”: achievable with effort and appropriate support, but not without.
Relevant. KPIs must be directly aligned with the corresponding KRA and, through the cascading process, with organizational strategy. Relevance ensures that employee effort is directed toward outcomes that genuinely matter, preventing the displacement of strategic goals by easily measurable but strategically peripheral metrics.
Time-Bound. KPIs must include clear deadlines, milestones, and review periods. Without time boundaries, KPIs become open-ended aspirations rather than actionable performance targets.
5.4 Integrating KRA, KSA, and KPI: The Performance Measurement Triad
The three constructs form an integrated performance measurement triad in which each component serves a distinct but interconnected function. KRAs define the domains of expected results, answering the question: What must this role achieve?
