20 Performance Metrics and Analytics

20.1 Introduction
Metrics are the means by which an organisation converts its performance intentions into signals that can be observed, reported, and acted upon. The choice of metrics is therefore a strategic choice of the first order: it determines what the organisation will see and what it will miss, what it will reward and what it will leave unrewarded, what it will pursue and what it will forgo. Analytics is the discipline of extracting meaning from the data those metrics generate, and of turning that meaning into the decisions and interventions that make metrics useful. A performance management system with excellent practices but poor metrics will point effort in the wrong direction. A system with excellent metrics but poor analytics will generate data that is not understood. The chapter that follows treats metrics and analytics as complementary disciplines whose joint effect is to make performance management evidence-based rather than impressionistic (R. S. Kaplan & D. P. Norton, 1996).
The chapter treats metrics design as a craft rather than a mechanical exercise. Good metrics combine fidelity to the underlying construct they are meant to capture, resistance to manipulation, and actionability by those whose work the metric describes. No metric achieves all three perfectly, and the work of metrics design is to find the combination that serves the organisation’s purpose with the least dysfunction. The chapter treats analytics with similar pragmatism: it is powerful when applied with care to well-posed questions and to data of adequate quality, and it misleads when applied carelessly to data of poor quality or to questions the data was never meant to answer. The chapter devotes substantial attention to the ethics of people analytics, which raises concerns that performance management has not historically had to address at the same scale (H. Aguinis, 2013).
20.2 The Metric Design Problem
A useful metric satisfies several conditions simultaneously. It measures something that actually matters to the organisation rather than something easy to measure. It captures the underlying construct with reasonable fidelity rather than a distant proxy. It is difficult to game in ways that would produce the number without producing the outcome it is meant to represent. It is comprehensible to those whose work it describes, so they can respond to it meaningfully. It is available at a frequency that matches the cadence of the decisions it is meant to inform. And it is paired with other metrics that capture dimensions it alone cannot, so the organisation does not fall into the fallacy of measuring one dimension and neglecting the others (R. S. Kaplan & D. P. Norton, 1996).
Organisations tend toward metrics whose measurement is easy, regardless of whether the metric actually captures what matters. Call-centre operations measure average handle time because it is trivial to compute; the underlying quality of the customer interaction, which is harder to measure, goes unmeasured. Sales operations measure revenue because it appears on the invoice; the strategic quality of the customer relationships the salesperson is building, which matters over a longer horizon, goes unmeasured. The tyranny of the measurable is that organisations come to attend to what they can measure and to neglect what they cannot, even when the neglected dimensions are more important to long-term performance. The discipline of metrics design is to resist this tyranny by investing in the measurement of important but harder-to-measure dimensions, accepting imperfection in those measures as the cost of attending to what actually matters (A. N. Kluger & A. DeNisi, 1996).
20.3 Theoretical Foundations
Measurement theory distinguishes the construct an organisation wishes to measure from the observable data that serves as its indicator. A construct such as “customer loyalty” is not directly observable; it is measured through indicators like repeat purchase rates, net promoter scores, or retention statistics. Construct validity is the degree to which the chosen indicators actually capture the underlying construct. A measure has high construct validity when the indicators track changes in the construct and do not track changes unrelated to it. A measure has low construct validity when its numbers move for reasons unrelated to the construct or fail to move when the construct itself changes. Performance metrics should be evaluated for construct validity before they are deployed, and should be re-evaluated periodically as conditions change (H. Aguinis, 2013).
Goodhart’s Law, often stated as “when a measure becomes a target, it ceases to be a good measure,” captures a phenomenon that practitioners have observed repeatedly. Any metric tied to significant consequences — compensation, promotion, recognition — creates incentives to produce the number even when doing so separates the number from the underlying performance. The phenomenon is not failure of the people being measured; it is a predictable response to the incentives the metric creates. The implication is that metrics should be designed with anticipation of how they will be gamed, and that organisations should triangulate important outcomes through multiple metrics that are difficult to game in coordinated ways (A. N. Kluger & A. DeNisi, 1996).
No single metric can capture multi-dimensional performance, and any attempt to reduce performance to a single number produces distortion at the margins where dimensions trade off. The balanced portfolio principle holds that performance should be tracked through a small set of metrics spanning the principal dimensions the organisation cares about — financial, customer, operational, developmental — with explicit attention to the balance among them. The Balanced Scorecard tradition, discussed in earlier chapters, gives the principle a concrete architecture. Other formulations achieve the same goal through different groupings. What matters is not the specific taxonomy but the discipline of attending to multiple dimensions rather than optimising a single one (R. S. Kaplan & D. P. Norton, 1996).
20.4 Types of Performance Metrics
A useful taxonomy of metrics distinguishes the stages at which performance can be measured. Input metrics capture resources committed to the work: people, time, budget, materials. Process metrics capture what happens during the work: cycle times, error rates, adherence to standards. Output metrics capture what the work produces: units completed, revenue generated, customers served. Outcome metrics capture the consequences of the outputs: customer satisfaction, market share, strategic objectives achieved. Each stage has its uses. Input metrics support resource management. Process metrics support operational improvement. Output metrics support accountability for execution. Outcome metrics support evaluation of strategic effect. Organisations that measure only one or two of these stages miss the others, and often optimise the measured stages at the expense of the unmeasured ones (M. Armstrong, 2009).
A complementary distinction separates leading indicators, which predict future performance, from lagging indicators, which record past performance. Revenue is a lagging indicator; sales pipeline activity is a leading indicator of future revenue. Customer retention is a lagging indicator; customer satisfaction scores are a leading indicator of future retention. Performance management systems that focus exclusively on lagging indicators tell the organisation what has already happened but provide limited ability to shape what will happen next. Systems that include leading indicators create the ability to intervene while change is still possible. The balance between leading and lagging matters: leading indicators alone produce speculation about futures that may not arrive, while lagging indicators alone produce accountability without guidance (R. S. Kaplan & D. P. Norton, 1996).
Metrics can be constructed at different levels of aggregation, and the choice among them carries consequences. Individual-level metrics create sharp accountability but can discourage collaboration, particularly in knowledge work where outputs depend on team interaction. Team-level metrics encourage collaboration but create free-rider problems in teams where contribution is uneven. Organisational-level metrics capture collective performance but are distant from any individual’s daily work and produce weak motivational effects. Most mature architectures use metrics at multiple levels, with the individual level weighted more heavily for roles whose contribution is individually distinguishable and the team or unit level weighted more heavily for roles whose contribution depends fundamentally on joint work. The weighting itself is a consequential choice that shapes the culture the metrics produce (H. Aguinis, 2013).
20.5 People Analytics as a Discipline
People analytics typically progresses through four stages of increasing sophistication. Descriptive analytics answers the question “what happened?” by summarising past data — headcount by function, attrition by tenure band, average ratings by business unit. Diagnostic analytics answers “why did it happen?” by exploring the relationships among variables that explain the observed outcomes — which factors correlate with attrition, what drives rating variance. Predictive analytics answers “what is likely to happen?” by building models that forecast future outcomes — which employees are at risk of leaving, which roles will have hiring difficulty. Prescriptive analytics answers “what should we do?” by recommending actions based on the predictions — which interventions are likely to retain at-risk employees, which hiring strategies are likely to succeed. Each stage requires the preceding ones and adds value when the preceding stages have been done well (H. Aguinis, 2013).
All four stages depend on the quality of the underlying data. Incomplete data, inconsistent definitions across business units, unreliable data entry, and reconciliation errors between systems each degrade the signal the analytics can extract. Many organisations discover, often years into their analytics investment, that the data foundation is substantially less reliable than the analytics outputs implied. Building the data foundation — clean data, consistent definitions, reliable capture processes, ongoing stewardship — is unglamorous but indispensable work. Organisations that invest in analytics capability without investing in the data foundation produce sophisticated-looking outputs built on foundations too weak to support the conclusions drawn (D. W. Bracken et al., 2001).
People analytics produces value when it starts with important questions the organisation needs answered, and produces mostly noise when it starts with available data and searches for patterns. The question-first discipline begins by asking senior leaders and operating managers what decisions they need to make better, what patterns they suspect but cannot confirm, what trade-offs they are navigating without adequate evidence. The analytics team then designs analyses to address these questions, drawing on data and technique appropriate to each. The data-first alternative — running analyses across available data in hopes of finding something interesting — frequently produces spurious patterns that fail to replicate and false conclusions that discredit the analytics function (H. Aguinis, 2013).
20.6 Specific Analytics Use Cases
Among the most common people analytics use cases is the prediction of attrition risk. Models combining tenure, performance ratings, compensation trajectory, promotion history, engagement survey responses, and manager quality can identify employees whose attrition risk is materially elevated. The value of such models lies not in the prediction itself but in the intervention it enables: a manager conversation, a development opportunity, a compensation adjustment that addresses the risk while action is still possible. The models are useful when their outputs prompt human judgement and intervention; they are harmful when treated as verdicts or when used to make decisions about individuals without human review. Ethical deployment requires transparency with employees about what data is used, how it is used, and what safeguards protect against discriminatory patterns (M. London, 2003).
Analytics applied to rating distributions surfaces patterns that calibration discussions would otherwise miss. Are certain managers systematically more lenient or stricter than others in ways that cannot be explained by genuine performance differences? Are rating distributions converging on a narrow band that suggests rating compression? Are specific demographic groups receiving systematically different ratings in ways that warrant investigation? The analytics does not answer these questions definitively but it surfaces the patterns that merit human examination. Done well, this surfacing improves the fairness of the rating process. Done badly — with results presented as proof rather than as prompts — it can undermine manager judgement and produce mechanical corrections that compound the problems it was meant to address (D. W. Bracken et al., 2001).
The relationship between performance ratings and compensation outcomes, which the pay-for-performance principle holds should be strong, can be evaluated empirically. Organisations that run this analysis often discover that the actual correlation is weaker than their policy documents suggest, that confounding factors like tenure and grade explain much of the compensation variation, and that rating differentials produce smaller compensation differentials than intended. The analysis supports more honest conversation about what the organisation is actually rewarding, and about whether the pay-for-performance commitment is being delivered. The analysis can also surface inequity — pay gaps by gender, by regional location, by demographic category — that the organisation should understand regardless of whether it intends to act on the findings (M. Armstrong, 2009).
Organisations increasingly track performance and career outcomes by demographic category to identify patterns of inequity that warrant investigation. Diversity dashboards showing ratings distribution by gender, promotion rates by demographic group, or pay gaps by tenure within grade serve both accountability and diagnostic purposes. The analytics must be conducted with care: sample sizes in individual business units can be small, making statistical inference unreliable; patterns can reflect legitimate differences in role composition rather than bias; presentation formats can produce false alarms that undermine the credibility of the analysis. Mature organisations treat equity analytics as a diagnostic instrument that prompts inquiry, and couple it with qualitative examination of the practices that produce the observed patterns (D. Ulrich, 1997).
20.7 The Ethics of People Analytics
People analytics uses data that is personal by any reasonable definition: performance history, compensation, feedback, engagement, sometimes communication patterns or activity signals. The collection, storage, and use of this data raises privacy questions that organisations have not always addressed adequately. Employees have rights to know what data is collected, for what purposes, who has access to it, and what happens to it when they leave. Consent frameworks under data protection regulation including the DPDP Act establish specific obligations. Beyond legal compliance, there is a broader ethical question about what is appropriate to measure and what should be left unmeasured even when measurement is technically feasible. Organisations that treat privacy as a compliance afterthought face both legal risk and erosion of the trust on which performance management depends (P. Chadha, 2003).
Predictive models in people analytics are trained on historical data, and historical data reflects the patterns of past practice, including any biases those practices embedded. A model trained to predict promotion likelihood based on past promotions will learn the characteristics of those who were previously promoted, and if past promotion decisions were biased, the model will encode and perpetuate the bias. The same problem appears in hiring models, attrition models, and rating-prediction models. The problem is not that the model is malicious; it is that the model is statistical and historical, and past patterns are not neutral. Mitigating algorithmic bias requires careful feature selection, bias testing across demographic groups, and ongoing monitoring for discriminatory patterns that emerge as models interact with operational reality (H. Aguinis, 2013).
Employees who know that their digital activity, communication patterns, or feedback text is being analysed tend to adjust their behaviour accordingly. They write more cautiously, communicate less spontaneously, and reserve candid observations for channels they believe are unmonitored. The chilling effect degrades the quality of the data the analytics draws upon and, more seriously, degrades the organisational culture the performance management system is meant to support. The discipline of transparent, bounded, proportionate analytics — telling employees what is measured and what is not, limiting analytics to purposes that serve employees as well as the organisation, and demonstrating restraint in scope — protects against the chilling effect. The alternative, surreptitious or unbounded analytics, can produce measurement-related harms that exceed the analytics-related benefits (A. C. Edmondson, 1999).
A significant ethical risk in people analytics is the temptation to automate decisions that should remain with human judgement. Attrition-risk scores become the basis for retention-offer allocation without managerial review; predicted performance ratings become the basis for compensation without calibration; algorithmic screening becomes the basis for promotion shortlisting without human examination. Each of these shortcuts reduces decision-making costs but also reduces the accountability, contextual judgement, and moral responsibility that human decision-makers bring. Maintaining human judgement in high-stakes people decisions is both an ethical commitment and a practical safeguard against the failure modes that pure algorithmic decision-making consistently produces (D. Ulrich, 1997).
20.8 Translating Analytics into Action
The most common failure of people analytics is not analytical but organisational: sophisticated analysis is produced, presented, and filed without producing any change in the decisions or practices it was meant to inform. The action gap has several causes. Analytics may be presented in technical language that operational leaders cannot readily translate into decisions. The operational owners who would need to act on findings may not have been involved in framing the questions and therefore feel no ownership of the answers. The implications may require changes that operational leaders do not have authority to make. The analytics may surface uncomfortable truths that the organisation prefers not to confront. Closing the action gap requires deliberate investment in the translation of analytical output into operational decision, and in the organisational conditions that make action on the translation possible (H. Aguinis, 2013).

Analytics produces action more reliably when it is embedded in ongoing conversation between analytics teams and the operational leaders they serve. Quarterly reviews that combine business performance data with people analytics insights build the shared understanding within which action becomes possible. Standing forums in which HR business partners present analytics findings alongside operational context normalise the use of analytics in decision-making. Embedded analytics capability within business units — as opposed to centralised analytics teams that produce reports and throw them over the wall — tends to produce more actionable output. The discipline is to treat analytics as part of management conversation rather than as a separate technical output, and to invest in the relationships and capabilities that support conversation (D. Ulrich, 1997).
20.9 Common Pitfalls
Organisations sometimes respond to the availability of data by tracking far more metrics than they can meaningfully attend to. Dashboards proliferate, reports multiply, and managers are required to review thirty or forty metrics when three or four would actually shape their decisions. Metric saturation produces cognitive overload, erodes the signal-to-noise ratio, and gradually causes managers to stop attending to any of the metrics closely. The discipline of restraint — maintaining a small number of focal metrics that get real attention, while tracking others in reserve for diagnostic use — produces better outcomes than the comprehensive tracking that technology makes superficially attractive (R. S. Kaplan & D. P. Norton, 1996).
Vanity metrics are those that look impressive, are easy to report, and have little connection to outcomes the organisation actually cares about. Employee engagement scores unaccompanied by attrition or productivity correlation, training completion rates unaccompanied by learning-outcome evidence, feedback volume unaccompanied by feedback-quality assessment — each of these can become a vanity metric when it is reported in isolation as evidence of performance. Vanity metrics are dangerous because they produce complacency: the numbers look good, so the organisation concludes that performance is adequate, when in fact the measured dimension has been optimised at the expense of the unmeasured one. The discipline is to pair any metric with the outcome it is meant to predict and to track the relationship over time (A. N. Kluger & A. DeNisi, 1996).
Large data sets produce correlations that are statistically significant but causally meaningless. People analytics, operating on data with many variables and moderate sample sizes, is particularly prone to spurious findings that do not replicate. Organisations that act on such findings can waste substantial resources on interventions that address patterns that were not actually causal. The safeguards include holding out data for replication, using theoretically grounded hypotheses rather than exploratory data mining, and testing interventions in controlled ways before scaling them. None of these safeguards is perfect, but together they reduce the rate at which spurious findings become operational mistakes (H. Aguinis, 2013).
The deepest pitfall is the assumption that anything worth attending to can be quantified, and that what cannot be quantified can safely be ignored. Much of what matters in performance management — the quality of a coaching conversation, the trust between a manager and an employee, the culture of a team — resists quantification and does not become less important for doing so. Organisations that treat their metrics as a complete representation of performance miss the dimensions their metrics cannot capture, and over time shape their behaviour around what can be counted rather than around what matters. Maintaining awareness of what the metrics cannot see, and deliberately attending to it through qualitative observation and managerial judgement, is as important as the metrics themselves (J. Whitmore, 2009).
20.10 The Indian Context
Indian organisations, particularly those that have grown rapidly through acquisition or organic expansion across geographies, often face data quality challenges that constrain their analytics capability. Definitions of roles, grades, and performance dimensions may have varied across acquired entities and may never have been fully reconciled. Data entry discipline may have been uneven across business units. Legacy systems may carry historical data that does not integrate cleanly with current systems. Addressing these challenges is substantial work that often receives less investment than the analytics that depends on it. Organisations that want reliable analytics must invest in the data foundation, even when the investment appears unrewarded in the short term (T. V. Rao, 2008).
The Digital Personal Data Protection Act, 2023, and the subsequent regulatory elaboration establish a framework for personal data processing that applies to people analytics in ways the field has only begun to absorb. Consent requirements, purpose limitations, rights of data principals to access and correct their data, and cross-border transfer restrictions each have implications for how analytics teams can operate. Organisations should be treating the regulatory framework as an ongoing design consideration rather than a compliance checkbox, and should be anticipating continued regulatory evolution rather than assuming the current framework is stable. Analytics practices designed around the framework are more durable than those designed around its absence (P. Chadha, 2003).
Indian workplaces carry cultural dynamics that affect how people analytics is received and used. Employees’ comfort with quantitative evaluation varies; the transparency norms around data use differ from those in Western organisational cultures; the appropriate level of aggregation for reporting varies by role and hierarchy. Mature deployments take these dynamics into account rather than imposing analytics practices imported unchanged from other contexts. The adaptations are often modest — clearer communication about data use, more conservative thresholds for individual-level action, more emphasis on aggregate patterns than on individual flags — but they affect whether the analytics produces constructive engagement or defensive resistance (G. Hofstede, 2001).
20.11 Case Studies
InterGlobe Aviation, operating the IndiGo airline, has built its competitive position on operational excellence in a notoriously difficult industry, and its performance management architecture reflects this strategic orientation in concrete ways. On-time performance, turn-around times, fuel efficiency, and baggage-handling accuracy are measured at the level of individual aircraft rotations and aggregated up to crew, station, and network levels. For cockpit and cabin crews, performance metrics combine operational contributions, safety behaviours observed through structured assessment programmes, and customer-feedback signals from flight experience surveys. The airline has resisted the temptation to track every measurable dimension and focuses its performance management on a small set of metrics that genuinely drive competitive advantage in the low-cost airline model. Crew training and development is tightly coupled with the metrics, with simulator training and route check programmes targeting specific performance gaps identified through the data. The analytics applied to crew performance surface patterns across routes, aircraft types, and crew pairings that inform scheduling and training decisions at the network level. The case illustrates how a company with a coherent strategic orientation and disciplined attention to a focused metric portfolio can use performance data as an operational instrument of the first order, and how the integration of metrics with training, scheduling, and feedback systems produces compounding effects that less integrated approaches cannot achieve.
FSN E-Commerce Ventures, operating the Nykaa platform, provides an example of people analytics being built deliberately within a high-growth organisation whose workforce composition and structure were changing rapidly. From its beauty and personal-care roots the company expanded into fashion, expanded from online to omnichannel with a growing physical retail footprint, and listed publicly in 2021, each transition bringing different workforce challenges. The company invested in people analytics capability to inform decisions about hiring velocity, retention in categories with tight talent markets, performance calibration across legacy and new business units, and compensation competitiveness in roles where external benchmarks were evolving. The analytics team worked against the realistic constraints that high-growth organisations face — data systems that had been built for earlier stages of the company’s life, role definitions that were still evolving as the organisation matured, and the need to produce actionable insight quickly rather than waiting for ideal data conditions. The team’s practice included disciplined focus on a small set of strategic questions, close partnership with business unit leaders to translate findings into action, and ongoing investment in the data foundation as the analytics matured. The case illustrates how people analytics can be built pragmatically within the constraints of a high-growth organisation, and how the value the capability produces depends as much on organisational conditions and analytical discipline as on the sophistication of the techniques employed.
20.12 Summary
Metric design is a craft of three trade-offs. Fidelity to the underlying construct, resistance to manipulation, and actionability by those whose work the metric describes seldom align perfectly. The work of design is to find the combination that serves the organisation’s purpose with the least dysfunction (H. Aguinis, 2013; R. S. Kaplan & D. P. Norton, 1996).
The tyranny of the measurable is a persistent risk. Organisations attend to what they can easily measure and neglect what they cannot, and the gap between the two grows wider when leaders fail to defend the qualitative dimensions of work against the gravitational pull of the quantitative (R. S. Kaplan & D. P. Norton, 1996; J. Whitmore, 2009).
Theoretical foundations matter for design choices. Measurement theory and construct validity discipline the leap from indicator to construct. Goodhart’s Law warns that any metric used to evaluate becomes a target and so loses its character as a measure. The balanced portfolio principle resists single-metric optimisation (H. Aguinis, 2013; E. A. Locke & G. P. Latham, 2002).
The metric taxonomy is a working architecture. Input, process, output, and outcome metrics each carry different signals. Leading and lagging indicators serve different decisions. Individual, team, and organisational metrics align differently with accountability. Designers who confuse these categories design poorly (H. Aguinis, 2013; R. S. Kaplan & D. P. Norton, 1996).
Analytics maturity is a staircase, not a leap. Descriptive analytics underwrites diagnostic, which underwrites predictive, which underwrites prescriptive. Organisations that try to skip stages typically discover that their data foundation cannot support what they are trying to do (H. Aguinis, 2013; A. Bandura, 1997).
Question-first analytics outperforms data-first analytics. Beginning with the decisions leaders need to make, rather than with the data that happens to be available, is the practice that separates valuable analytics from sophisticated-looking noise. The absence of this discipline is the most common reason that analytics investment produces little decision change (H. Aguinis, 2013; A. C. Edmondson, 1999).
Ethics is not a bolt-on. Privacy and consent, algorithmic bias, the chilling effect of known measurement, and the decision-automation temptation are serious concerns that analytics deployment must address deliberately.
